CEBB transforms lives behind bars

In Bataan, education lies at the heart of its vision of resilient and empowered families, evident through various programs and initiatives aimed at improving the quality of life of Bataeño families. One notable initiative, spearheaded by Bataan Peninsula State University (BPSU) is the College Education Behind Bars (CEBB) program, started by BPSU Pres. Dr. Ruby Santos-Matibag 11 years ago.

Said program aims to provide education opportunities to Persons Deprived of Liberty (PDLs), equipping them with knowledge and skills aligned with academic programs selected by BPSU and cascaded across Central Luzon. On May 5, 2025, the CEBB program marked a significant milestone as BPSU conducted the 2nd Apron Investiture, Nameplate & Candle Lighting Ceremony held at the Bataan District Jail.

Nine (9) BPSU Midwifery students, who were former PDLs, were ceremonially pinned and took part in the candle lighting—a traditional rite for midwifery and nursing students marking their transition into the second year of their program. Aside from the symbolic ceremony, BPSU also proudly recognized four (4) Midwifery students who were part of the program’s pioneering batch and are now in the process of completing their degree under the said institution.

Pres. Matibag emphasized that BPSU remains steadfast in creating more educational opportunities for PDLs and in finding avenues or solutions that will enable them to take their board exams whilst behind bars.

This event serves as both a testament and a beacon of hope for PDLs—proof that new beginnings are possible, and that education can alter the course of one’s life. Programs like CEBB proves that education remains a powerful key to unlocking one’s potential, creates opportunities, and drives for a broader societal change.
